David Loop

David Loop

Executive Director

David assumed the position of executive director of The Chesapeake in June 2017. Entering the field of senior living administration in 1984, his career parallels the development and growth of the senior living industry.

David’s service as a senior living community executive includes prestigious retirement communities in Ohio, Illinois, and Michigan as well as in Hawaii. David’s experience includes expansion and renovation projects, hospitality program development, strategic planning and fiscal management. In his service to different organizations, he’s experienced over $500 million of development and program growth. He’s also served on numerous professional committees, state association boards and the LeadingAge House of Delegates.

Originally from Ohio, David holds a bachelor’s degree from Miami University of Ohio and received a certificate in nursing home administration from The Ohio State University. He has a passion for excellent customer service and has received training from Disney, Ritz-Carlton and Four Seasons.

Barbara Jackson-Ingram

Barbara Jackson-Ingram

Licensed Nursing Home Administrator

A native of Lynchburg, Virginia, Barbara Jackson-Ingram joined The Chesapeake in September 2018 as our Licensed Nursing Home Administrator. In this position, she oversees all licensed areas including the health care center, assisted living and memory support as well as the clinic. She holds a Bachelor of Science degree in Health Care Management from Virginia Commonwealth University and a Master of Science degree in Administration with a concentration in Health Services from Central Michigan University. Prior to joining The Chesapeake, Barbara led the assisted living team at Lakewood in Richmond as their Administrator of Assisted Living. She has extensive experience in the senior living field and truly enjoys serving her ‘extended family’ of seniors and sharing in their wisdom. She has two children and enjoys reading, landscape photography, and writing.

Keith Watkins

Keith Watkins

Director of Plant Operations

As Director of Plant Operations, Keith oversees the management of essential areas including maintenance, housekeeping, laundry, grounds, renovations and security for more than 500,000 square feet in independent living, assisted living and skilled nursing areas plus an additional 39 cottages. A veteran of the U.S. Air Force and Navy, Keith has more than 25 years’ experience in building maintenance; his past work experiences include Marriott Manor timeshare apartments in Williamsburg, Va.; Oberlin College in Ohio and Kendal at Oberlin, a continuing care community similar to The Chesapeake. Keith and his wife reside in Williamsburg with their two children.

Annette Miller

Annette Miller

Interim Director of Sales & Marketing

Annette joined the team at The Chesapeake since 2002. In 2005, she became the administrative assistant for the marketing team, and was promoted to retirement counselor in 2009.

Throughout the last 10 years, Annette has passionately and enthusiastically served the senior community and in February 2020 was promoted to Interim Director of Sales & Marketing.

Her relevant experience includes driving qualified traffic towards occupancy, playing an integral role in achieving 100% occupancy, building a solid and qualified wait list and maintaining client relationships.

Annette is a native of Rocky Mount, N.C. She Moved to Virginia where she later met and married her husband, Dennis. They have two children together, Jason and Lauren. In her time away from The Chesapeake, she leads a praise  and worship team and plays keyboard for her church.

Candace Montgomery

Candace Montgomery

Director of Fitness & Vibrance

After much success as a program assistant in our therapy department and later in our fitness department, Candace was promoted to the Director of Fitness & Vibrance in 2019. Through our partnership with The National Institute for Fitness and Sport, Candace has access to innovative programs to assist residents with their personal fitness goals. A graduate of Old Dominion University, she has a Bachelor of Science degree in exercise science and recently obtained her Master of Busines Administration in health management from St. Leo University. Candace and her husband enjoy spending time with their young son and golden retriever.

Rev. Dr. Sonja F. Oliver

Rev. Dr. Sonja F. Oliver

Chaplain

Reverend Dr. Sonja Oliver joined The Chesapeake in May, 2019 as the community’s chaplain. Prior to beginning this position, Dr. Oliver served as a United Methodist Pastor in the Virginia Conference. Before entering the ministry, she worked as a trauma nurse and palliative care/hospice nurse at Hospice of Northern Virginia.

A native of Alexandria, Va., she was educated at Virginia Commonwealth University, Duke University School of Divinity, and Wesley Theological Seminary.

As our chaplain, she provides faith-based education and support to the entire Chesapeake family. She also plans weekly ecumenical worship services as well as a host of support groups within the community.
